Charles Peshall Plunkett was born February 15, 1864, in Washington, D.C. He received his commission as Ensign on July 1, 1886, and achieved the rank of rear admiral on July 1, 1918. He served as commandant of the Third Naval District and Naval Yard, New York, from 1922 to 1928. Plunkett died on March 24, 1931. Franklin Delano Roosevelt was born on January 30, 1882, in Hyde Park, New York. He was the son of James (lawyer, financier) and Sara (Delano) Roosevelt. He married Anna Eleanor Roosevelt on March 17, 1905, and had six children: Anna, James, Franklin, Elliott, Franklin Jr., John. He received his B.A. from Harvard in 1904 and later attended Columbia University Law School.
